Minutes

Present: Chairperson Melissa Engel, Vice Chairman John Tuttle and Council members Thomas Cordeiro, Christopher Goff, Barbara Moore (arrived at 6:15 p.m.) and Susan Weintraub. Also present were Town Manager Jeffery O’Keefe, Recording Secretary Cathy Sirois, members of the press and citizens.

Not Present: ~William Devine

Chairperson Engel called the Public Hearing to order at 6:00 p.m. to hear comment on the proposed changes to the Boating & Navigation Ordinance.

Ruth Plummer, Director of Parks & Recreation, provided an overview of the proposed changes to the Boating & Navigation Ordinance. The task force worked with the Department of Environmental Protection to make wording changes to the ordinance.  Enforcement and education are needed.  Pere the DEP, specific types of boats could not be targeted in the ordinance.  The task force felt that lowering speed limits will help with the noise issue.

The police boat has been out of the water for repairs recently.  The status of the boat and a schedule of patrols will be obtained by Mr. O’Keefe.

Public Comment
Roy Duncan, 65 Bay Road, commented that noise issues with boats continue. Some of the noise is not the noise of the boat motors but is loud music emanating from the boats.  He noted enforcement is key to the ordinance.  

Fred Galvin, 54 Midwood Farm Road, commented that DEP has checked boats on the lake and no tickets have been issued.

Mary Ann Dostaler, 56 William Drive, commented that the ordinance would require an increased budget for the police to be effective but later in the meeting the police department will be restructured and the budget cut.

George Pfaffenbach, 30 Hyde Farm Terrace, commented that the timeframe of ½ hour after sunset seems early for the no wake rule.

Fran Klein, Bellevue Street, commented that the town needs a noise ordinance.

A motion was made by Mr. Cordeiro, seconded by Mr. Tuttle to close the Public Hearing at 6:28 p.m.  Voted (6-0).
